Magic picker works, it's not free though. I bought it as bundle with Mix Colors.

Magic Picker works 4.5 for sure not sure about older versions.

hold off on buying mix colors though as it is no longer supported by Adobe PS and is being rewritten by Anastasiy.

I use PaitersWheel. It's the one on your pic. Not as badass as coolrus, but it's free and it works with CS6 at least, I don't know about cc 2015.

It turns out that painters wheel currently doesn't work with cc2015 so I couldn't use it, and magic picker isn't free so it was not really a choice, but thanks anyway.
