Working class people don't have the resources to follow the money around the country, so when a local industry rises and falls, it typically leaves behind a bunch of proles.
As for Appalachia, it's just a mountainous place with exploitative coal companies, and the good government the South is famous for.
tl;dr Detroit's decline really began in the 50's with the post-war draw-down of military production and consolidation of the automotive industry into a few large companies that squeezed all of the smaller players out.
A decline of mill towns. The core industry supporting the city declines and as such everything turns to shit. This isn't unique to the US but in homogenized societies such as Sweden, where it's gotten so absurd that a black woman in Malmo have a better life expectancies, crime record and predicted income than a white guy who grew up in a declining mill town.
