Had same problem with them. Check the /etc server directory for another autodl.cfg file and see what is allowed there, probably only watchdir and rtorrent which overwrite your local permissions. You can try putting only exec in the allowed parameter in your local config, but I doubt that will change it.

If you don't have a dedicated server, just contact the support and tell them that config file in /etc overwrites your local settings and that you wish to have the exec option enabled to dump torrents straight into Deluge rather than use watchdir (they say it has zero poll delay which I think is bullshit). They added the exec permission on my seedbox machine after doing this.

My uni accommodation does not allow us to connect to trackers using their internet connection so I have to use my server as a proxy.
