Redacted is not too bad, yes there is ton of trash and bad uploads, but I don't consider it top level tracker, so it doesn't frustrate me, and it serves my purpose. Rutracker is my other go to place and they compliment each other nicely, tons of stuff I grabbed from Ru was not on Red and the other way around. There is a little problem with seeding to Red but one should prepare for long time seeding before downloading stuff he/she wants.

It's not illegal but the torrent file will contain your access key which is what they use to track your data downloaded and uploaded, if you give that torrent file to someone else the tracker will probably see some discrepancies. BakaBT had a policy against that, just don't do it. If you want to just create another torrent file with some public trackers and personally seed it to your friend.
