what if you wanted to add more sticks to bring it up to 64gb (and that isn't a meme, there are plenty of things that could make use of that e.g. scientific analysis software)? if you had 16gb in a 4x4 configuration you'd be fucked.

I use laptops.
One has not upgradable 2GB and triple boot: ChromeOS, Gentoo, FreeBSD.
The second one has upgraded to maximum supported 8GB and also triple boot:
Windows 10, Gentoo, FreeBSD.

How much does CL matter when picking RAM?

Just in case you didn't know, RAM is the memory the cpu accesses when performing tasks. The only benefit to having more ram is that the cpu has to load/unload less from the hdd/ssd.
