It's true what you're saying, and it makes sense that Windows has been extremely optimized to run fast given there's a huge company behind it and doesn't have to be as "generic" and portable as GNU/Linux.

But, it all really boils down to what DE/WM you're using. I'm pretty sure Openbox for example would be blazing fast on even ancient hardware, especially when it's using some very bare bones OS like Arch. You just need to know what you're doing with Linux, Windows takes a lot of decisions on your behalf to make sure everything works as intended (which is fine)

I got two PC next to each other. 1 (new) running 10 pro. 2 ( old) running xubuntu. It's quite fast on old PC but I got a problem with no easy solution. I can remap a fixing side buttons on my mouse (back and forward). I read a lot of info about it and still could not do it. Tried many tutorials. No luck. Open CMD and type

 shutdown /s /t 0 

This will shutdown the machine entirely. Now start it up, it'll take much longer.
Windows 8 and 10 don't actually shutdown when you tell them to shutdown, they close open applications and hibernate the kernel.

Honestly it's hard for Linux not to outperform Windows given all the bloat it has. I don't have numbers to back me up but I can tell you from experience that applications boot faster from my shitty HDD with Debian Linux than they do from my high quality SSD on Windows. That alone says a lot. Even the OS itself boots in approximately the same time (Windows boot time off of an SSD is impressive desu but Debian takes about 15% longer off of my HDD. Which is still under 5 seconds).

In terms of interface responsiveness, Linux also wins out in my experience. Moving windows around feels zippy and instant vs windows where doing a quick keyboard based move of a window across three monitors can be a little laggy.

Overall I'm fine with windows personally but I don't think it's unrealistic to claim that Linux is at least 50% faster at basic tasks. For general processing though (e.g. compiling a software package) it's probably only like 10% faster though.

I have a pretty old netbook with 2 gigs of ram.
With XP it was quite fast because it was designed for it. Updating to Windows 7 was the biggest mistake I made. Fully booting the system could take upto 5 min because it fucking kept swapping to the hdd for no reason. Opening a browser, again swapping endlessly.
It was deliberately keeping ram usage around the 1.7G mark. So using it made me want to smash the netbook to pieces.

Debian on the same machine was like a whole new experience. Fast boot times and no delay in launching apps. Massive amounts of free ram compared to Windows made it usable for daily usage. So for old machines Linux blows Windows out of the water.

The major benefit here will not be speed but relative performance for the cost. Open source projects are usually designed and tested on *nix (linux/unix/bsd) first, and then 'ported' to Windows. Features usually creep into windows 2nd, not first.

This brings me to my next point...

Licensing fees are the hidden performance cost
If you have a 6 core Linux server it doesn't cost any money to use all 6 cores, and with the money you save on licensing you can buy more memory, or faster disks - this will be the biggest performance increase, not one OS vs Another.

Linux has unique features
There is also the case to make about Operating System features, although many programs don't yet take advantage of them... In the case of epoll vs select() or poll() - windows does not have an equivelant, nor does it have sendfile, or a threads implementation similar to pthreads in 2.6+ Kernels.

Memory and Disk are always the Bottleneck
Processors are SO fast nowadays, processors are eternally starved (yes starved) for data - the system memory is usually 3 - 4 times slower still to this day. The processor usually does 4-5 wait cycles for every memory access. This is why processors have 3 levels of internal caching (L1, L2, L3) to help with this. Disk access will be even a larger factor - so save your licensing pennies and buy more memory, and faster disks!!!

Some developers believe it's so the fork in and put some lipstick on it fragmenting the software base even more.
