This is exactly the reason why I originally switched from an AdBlock fork to µBlock. Adblock always loaded the ads and then hid them upon start-up, which kept shifting site content around.

Why not have a system that will download ads, but not display them. Sometimes it would even follow a link on the ad, without showing it to user.

Make this functionality opt-in, but encourage users to turn it on, once.

The amount of damage it will deal to advertisers would be unmeasurable.

But on a more serious note, it would be economically very insidious of ad blockers to download ads, hide them but still give all signs that the user has indeed viewed and interacted with the ad. Advertisers (marketing execs) would think that their advertising is working. However, their advertising-tied revenue would fall and their only mantra would be "spend more on advertising"!

The problem is that the business world is so deeply entrenched in believing the need to advertise. So even if you can undeniably statistically prove that all advertising efforts are producing absolutely zero additional revenue, they will only chant "we can't NOT advertise".

Realistically the only effects such an ad blocking method would have is to increase intrusive advertising and to unnecessarily inflate business costs, which may have a destabilising effect. It is far better in my opinion to continue sticking our middle fingers to advertisers' faces, demanding that they cease all flashy pop-ups, auto-playing videos andtracking.
