Sure. Server, torrent client, captive portal and much else will be achievable after replacing the firmware with openwrt. I bought one of those wireless SD cards for suchlike, but was stymied by the inability to use the internal storage without external setup commands. Yeah, I just calculated and 48000mAh would mean energy density larger than 1000 Wh/liter (this is neglecting the volume of the solar panel, the circuits and the rounded corners).
According to Wikipedia state of the art batteries are around 676 Wh/liter. I wouldn't believe that this is even 30000mAh though. It's too cheap and too small for that.

I own one of those (actually several of the $0.99 variety, possibly knockoffs)

I have no idea how bright they are in lumens. They are not bright enough to replace an overhead light. They are quite bright enough to replace a desk lamp for reading, playing cards etc. They are nicer than actual flashlights for navigating through dark rooms (nighttime piss etc) because the light is spread out and diffuse rather than concentrated.
