Can anyone tell my why my performance monitor always shows RAM being in use? I reboot, I make sure as little is as running as possible, but it always shows this.

Superfetch. Windows is filling memory with data from your most-used programs. The RAM is not actually being *used,* however, and if you launch something else that memory is instantly freed for that.
