Intel is known for being a very shady company with anti-competitive strategies. Given the fact that they also own patents for all sorts x86, one would not want them to have a monopoly.
They could jack up the prices and we wouldn't be able to do anything about it. A competitor cannot just jump up, because of the aforementioned patent issue. Even if one did, Intel would probably eat them up before they could really compete on the market.

Yes and no. I believe that if they had an actual monopoly, they would jack up the prices even more. The fact that some people still consider AMD to be a decent alternative is what keeps Intel's prices a bit down.
