That's a tube tester. Judging from the sockets I'd say it's 1940ish vintage.

Looks like an aerial box for an old radio receiver.

Those 3 blocks (rear) that have dial on the front are variable capacitors, really the only thing that needs something like that is old radio equipment.

The lettering is off on the front, so I'd say it's DIY.
