everybody can install 3000 rpm fans to cool better.
Noctua's fans are consistently good and they have a 6 year warranty. You can definitely find fans that are just as quiet and perform just as well, but I haven't seen any decent 120mm hydrodynamic fans for less than $15. For $20 you can get a Noctua and you have the good warranty.
