It can... If you open it in another Libreoffice or google docs or any other office application than MS Office then it's fine. It is MS office that mess up docs made in other Office packages, and that is likely done on purpose.
It's not Libreoffice's fault.

They don't do it on purpose - it's because of the massive amount of legacy overhead that Office products have. There's a blog somewhere from a high-up developer that worked on Office which talks about stuff like how they have two entire branches of the Excel file loader because of a decision they made about how dates were represented in the original version.

It's basically down more to incompetence than malice, but it's not even incompetence as much as fear of fielding the 8 million complaints from industry about their spreadsheet from 1993 they use for inventory not working anymore.
