All OS are imperfect, choose according to your use case. Windows is a free torrent so money is irrelevant. Run what serves you. I run both with zero fucks given.

How would I know what is wrong with your computer? You haven't explained shit. "Didn't turn on" and you "looked at the hardware". You mean it didn't POST? Is your laptop battery still good? Does it hold a charge? Was it plugged in? Did you check/replace your CMOS battery? There could be several things causing your computer not to POST, and you can figure it out with a simple Google search because odds are, someone has had your problem before and already solved it.

You say "it won't turn on" but that doesn't explain anything. Later you explained you can't even reach BIOS, so it doesn't POST. Try removing the laptop battery, unplugging from wall, and holding down the power button several times, then try to power it on again. If that still doesn't work, try turning it on while it is plugged into the wall but without laptop battery.

How old is the machine? If more than 3 years replace the CMOS battery just in case and try again

I'm dual booting linux with very rarely used windows partition. Sometimes (usually after installing another distro) grub refuses to start and all that appears on the screen is a blinking cursor and maybe an error message saying that boot device is missing. All of this linux damage control is god damn pathetic.

Obviously linux doesn't "break" one's hardware, but it does make it unusable. The majority of the time it lacks compatible hardware drivers (you know, the shit that's required by the OS to actually use the hardware?), and then they're not guaranteed to even exist anyway (always assume it doesn't, because linux support is so minimal).

What do you suggest people do? Windows runs fine out of box, can access the internet and download the updated drivers from manufacturer's sites just fine; with linux you're likely to wind up either with nothing functional or with a broken OS that can't be fixed without a second (windows, typically) computer on standby. Try to pre-download all the drivers to a flash drive, and if said drivers do not exist for your hardware (ie most laptops) say fuck it and stick to windows?
