A steam box will mainly be used for steam gaymen (in the living room), pretty much a PC used as a console. Streaming works well in that situation so they are usually low to mid range builds with a good connection to the main PC.

If steam os doesn't use GPU decoding then grabbing a cheap i5 and a cheaper mobo with wireless ac doesn't sound like that bad of an idea. Last time I tried installing steam is it didn't accept Intel graphics. Has it really progressed that much?

Intel works fine. Tried it on a friend's NUC and streaming over WiFi was working good with 300MBit/s. But slower than that and you'd get artifacts in fast moving scenes.
