Anyone can compile their own kernel, but there is currently no way to just flick a kernel conf to not include a IP stack so you would have to manually remove it and still get it to compile.
Actually, I did that for my OS class. However, it ran only in protected mode on a pentium 4 and you had to boot from a diskette/floppy and use a serial keyboard.
But it had absolutely no TCP/IP support, that's for sure. Guaranteed NSA backdoor free.
