OP you could undergo femur limb lengthening internally with a precise rod instead of lengthening you could delengthen your femurs to be shorter and have better looking thigh muscles. Though you don't have a lot of mass and to be honest your shoulders aren't to narrow and if you work your lats out you probably would V taper over time.
Not that I notice it, but also keep in mind posture. I tend to slump down a bit even with standing and my proportions look a lot better when my back is straight, which causes my chest and shoulders to look wider.
Because you have no muscle. Adding a half inch of depth onto your delt adds a huge perception onto wider shoulders. You aren't genetically gifted for body building, but you aren't genetically hindered to make girls swoon. Just relax and go lift weights.

What do you want us to say? Genetic variation gave you wide "hips" but it doesn't mean there is anything wrong with your hormonally. I don't understand the reasoning to continue your question, everyone says it's fine and to fix how you look just go lift weights. If you legitimately think there is a hormonal problem, go get tested. Either way you can't do anything about it as it's already grown like that.

After heavy critique of your pic, I would say you more likely than anything are rotating your knees/feet inwards (pigeon towed), which creates a greater illusion than what is actually there. I, and most people in this thread, highly doubt that you have a hormonal problem.
Are you an mentally challenged? That's normal human physiology. It's not femurs it's musce/fat. You look fine for a skelly you just have some weird dysmorphia with your legs.
When you go to gym work your upper body to to improve your taper. It's good if your legs are a thicker than your hips, the problem is when your hips are wider than everything else (female / kill yourself mode)
No. Wide hips are wide way higher up. The thin part of the hourglass is the midsection.

Your shoulders and chest are bretty good for a relatively untrained skelly. You can have an aesthetic upper body but you do have wide hips and you'll look weird naked/in pants and that's something you'll have to live with.
Is it possible that everything will balance out, or does it look like my bottom half will always be out of proportion? I mean my upper body is pretty weak I'm sure.

I look like this too, narrow hips but wide at the bifemurial head distance. My quads are somehow wide too so quads make a block that stands more than the upper body, giving the impression that I'm heavy bottom. I thought I had narrow clavicles/small shoulders too but after a long time thinking I realized: this isn't a structure problem but a muscle problem. Adding mass to chest, back and shoulders will increase the volume of upper body making the quads appear less wide and less dominant.
