Well at the moment those born with the correct proportions and world class hormonal systems dominate every single sport.

Doesn't matter how hard a 5'4 Viet kid trains, he's never going to outrun a 6'4 Jamaican in a sprint.

Genetic engineering wouldn't be any less fair, but sports might become less compelling for the masses, and become something more along the lines of race cars. Large, high tech teams sporting a single 'driver', all backed by huge corporations and nations because shit's expensive.
