The chinese weightlifters do an insane amount of lower back work like Stiff Legged Deficit Snatch Grip Deadlifts. Plus the classic lifts train your lower back enormously.

Not going higher than parallel keeps the pressure on your middle delts, going full way takes it off and puts it onto your front delts and rotator cuffs.
For mid delt development you don't want to go higher because you don't get as much focus and you can't handle as much weight for it, but you're honestly better off doing both, like doing regular lateral raises and then some lighter sets on the full range thing. You'll get better shoulder mobility and stronger rotators so less injury and shit
You could possibly get as big doing hypertrophy work, but you might need a little gear, and you won't look at hard.

I lived in China for a year. At first I went to the university gym, which was very run down and unbearably hot during summer. Most were pathetic (like anywhere), but there were these dudes who were ripped as fuk. Abs, huge arms, chest. I even met an strong man competitor who deadlifted like 5 or 6 plates in front of me. And everyone is natty
