I have the gelbooru tags in a text file beside the image and I just copy them to the upload dialog. So I have everything but the censorship related tags on the images immediately. The hard part is adding in the censorship tags afterwards. It's just the same 8 tags over and over and over, except not all of them at the same time.

perhaps instead of doing the censorship tags every time, you can use a tag that says it needs the censorship tags. that way other people can help add those tags, and its easy to find the ones that still need them.

a tag like "censor_request" or "untagged_censorship" will work.

Try GIMP or Paint.NET. Personally, I use GIMP, but I can't say it's the best image editor in the world, as a lot of things that would be built into other image editors (such as drawing a square or outlined text) isn't built into GIMP so you have to find workarounds. (I use rectangle select, rotate, and bucket fill for censor bars and Alpha to Selection, Select > Grow Selection for text outlines. That said, I do think there's a selection tool for outlining the selection, but I generally find it easier to just put the outline layer below the text.) IDK whether or not Paint.NET is better at any of this.

The best part is that's not the only way to do it. I type the text, then click text to path, and then use the "stroke path" function, using line stroke for solid outlines and paintbrush stroke for glowing ones.

It makes the image too busy if you individually box the navel, each armpit, each foot, eyes, mouth, knees and so on. Can I please get a censor edit on this image, with the texts describing it as a sort of a feminization training program implanted within the reader, so that the more the reader dresses up as a girl, the smaller the censors get. For an example something akin to "The higher your heels are, the thinner the bars get, the tighter your corset is, the smaller the bars". alright this is a legit excuse. my idea might work, if you can obtain images without seeing them and can implement some keyboard shortcuts:
open image in editor and without looking duplicate the layer and blur the top layer copy. now there is a top layer that's blurred and bottom layer of the original. you can delete parts of the top layer you want to keep uncensored, like face, feet, navel. you can also figure out where boxes go and place them on another layer then delete the blur layer.
