The ones which do are only technically hermaphrodites. They never have both sets of genitalia fully developed, usually mostly one or the other, sometimes both are undeveloped to the point where genitalia isn't even discernible. They are also sterile and/or infertile, those with penises generally suffer erectile dysfunction. Ugly faces as well, trust me. I'd share medical images but they are severely grotesque.
