A better way to have made Black Cat a major crime boss was have her get bored of cat burgling and wanting to try something exciting and new. That new thing ends up being smuggling. At first it's just things like exotic food and pets but eventually she gets hired under false pretenses and smuggles an entire shipment of automatic weapons into New York City. After that she dismantles the gang that tried to pull a fast one on her and gains a reputation. She goes deeper and deeper into the rabbit hole after that until she's one of the major players in NYC.

I liked his time in Ultimate. With the exception of the Ultimate Civil War tie-in, most of the run up to the end of Cataclysm was good just really decompressed. The relaunch had its moments but felt like a bit of a step down, and I like his moments in Secret Wars.
In fact, everything up to the end of Secret Wars for him was generally pretty good. The part where everything fell apart was when he was introduced in 616. His own book went to meandering shit jumping from tie-in to tie-in which was always among the worst parts of Ultimate Spider-man. His constant push in other books is tiring. There's just this huge disconnect where Bendis timeskipping over Miles coming to terms with his new universe.
Miles in 616 is basically everything wrong with Miles in 1610 without any of the good.
