Not if he's still trying to regain full access to the Speed Force, has to resort to Velocity 9, or one of a hundred other ways to efficiently nerf a character when you don't want them to be to overpowered... or, y'know just make him The Atom 2.0
That's true for every Flash except Wally.
That's why it doesn't matter which Flash or GL you put in the JL, most of them are bland and people only recognize the costume.
So we have at least a whole season of the bumbling Atom... hooray.
I mean at this point I have to ask, I've only ever read one Atom comic and it was from the 70s (back-up story to a Super Man comic I think), is he usually this needy and incompetent in the comics?

Look at what happened to Firestorm. She drained him with that ring so hard he had to fly into a singularity.
That was not Caitlin's fault. Firestorm was suffering from a deadly case of "my-actor-got-a-better-role-so-the-writers-need-to-write-me-outitis" the same disease afflicted Patty but luckily her case was less severe.
I'm going to have to dispute you on the more arrogant part, I mean between the way he acted in the show (let alone his Flash appearances) and more specifically the way he's treated Jefferson is more than enough proof of his oversized ego.
Biggest disappoitment of the season for me, right here.
Jay has no purpose in this show but to mope and that's the exact fucking opposite of what characterizes Jay goddamn Garrick in the comics.
I'll never understand the need to needlessly pair people off. They pretty much sidelined Jay for just this part of the season. And decide to waste him until then with relationshit stuff with Caitlin because apparently she can't be interesting on her own. Which is stupid because she is far more tolerable when just being helpful and apart of the team. And Jay just gets to be a lovesick puppy instead of actually doing anything.
It's clear that regaining his powers is gonna be the endgame and right before he goes to E2.
it would be nice to have him in legends though. He can use his powers differently than barry to allow for some more variety.

Because then he'd be overpowered. Think about it, the only ones that come close to Firestorm right now in terms of power are Hawkgirl and the Rogue's guns. If he started being able to do shit like he could in the comics then he'd be unstoppable(In the CWverse at least).
It's the same excuse as to why they never let Cold or Rory just shoot Savage with their gun continuously. Sure the fucker's immortal, but I bet having all the heat taken from you would still be a bitch to handle. Shit why don't they just build a really deep hole and throw him down in it, then fill it with cement. Problem solved.
Why wouldn't he help Barry kill his E1 self? Barry knows all about the need to kill those from an alternate universe
They need to do something with him and fast. Same with Wally, they've introduced him and fleshed him out a bit but he's been sidelined with earth 2 and all the impending threats of Zoom, Trajectory and King Shark coming up.
I'm hoping they rework nu52 future flash arc and make Zoom to be Wally; an older version from the future who took the mantle of the flash and was corrupted for whatever tragic reason, hence the near identical suit to barrys aside from the black and claws. Leading younger Wally to confront his older self in the finale, reject his dark future and become kid flash maybe?
And give Jay something to do as well. Didn't he have a wife in the comics? Maybe Zoom kidnapped Joan and he wants to her back but he's kept it a secret. Give him a vendetta or something other than muh caitlin and muh speed cancer.
