Because there isn't anything to take away from Batman to make him any more desperate and dangerous than he already is. He's lost his parents, two Robins, a Batgirl, and he still trucks on.
To answer your question though, the Earth would be fucked. We already know he's got several plans for each and every possible threat, including the Justice League.
The joke is that the moment you make Batman go full evil, his entire rogues gallery would probably either go into hiding, die horribly or become vigilantes themselves.

You're implying he would be outwardly and visibly evil, which he wouldn't. He would play the long game, acting the hero for years while taking everyone out silently.
Have some villain kill Alfred, Damian, Dick, and Selina. He'd snap, and take every possible threat out in a plan to achieve complete control over Earth, in order to ensure nobody has to lose someone close to them ever again. It'd be just as ridiculous as Superman turning evil.

I think it'd be a fucking riot, OP. Batman turned bad (not insane, but evil) would pretty much be the lovechild of Proffesor Moriarty, Big Brother, and a Ninja master from one of those old martial-arts films. Even worse, Bruce would justify his actions to himself almost flawlessly.
He'd pretty much starts out by taking leadership over the League of Shadows, allowing him to assassinate, intimidate, or plain old blackmail anyone from CEO's to government officials. Staking a claim in the criminal underworld and it's illicit trades would put him well past Pablo Escobar in term of the damage he could do. And that's before we even get into the resources he had before hand, most of which he could weaponize within weeks. If he's really gone over the deep end, there are supers he could just by threatening their loved ones, or even random civilians. He could destroy your life as an alternative to just killing you, like Penguin does. On top of THAT, Evil!Bruce might accept one of those Sinestro Corps. rings, and because of what I've mentioned before, that could put him well into Superman-tier power.

Yes, but the first issue has to be him killing the JL and anybody else he thinks can stop him in secret. The rest of the story should be about D listers trying to take him out
In the final issue of Kick-Ass 3. Dave mentions a lunatic killing cops in Japan, which is what Nemesis was doing in the first issue (and means Nemesis takes place after the Kick-Ass trilogy).
He also references MPH and Secret Service (or rather, Kingsmen) happening on his world too.
And then Millar confirmed on his message board that this is is the Earth where Wanted happened, while Jupiter's Legacy is the world where the supervillains never were able to band together to kill all the superheroes.
Have a speedster just start killing Gotham citizens indiscriminately. He lets Batman get close a few times and each time he just picks up speed and kills thousands more people. By the end of it Gotham is completely dead and Batman has nothing
