While Rogue is stronger in the Flying Brick power set. Ryoko has immortality, energy blasts, energy sword, intangibility, invisibility, and can reach up into near god power levels with the gems.
This is the kind of thing where, especially because it's 90s Animated Rogue, you just ignore what the powers actually are and pay more attention to the cast they roll with.
Rogue gets Power-Stealing-Overload from one or two seconds of Juggernaut or Apocalypse. Ryoko (is clearly inferior to but hangs with) the God of Technology, Light-Hawk-Wing-Asshole Shinji, and all that bullshit. Power-sets tilt her way too.
Basically, Rogue's only winning move is putting bare hands (or kissing if it's Claremont <3) on Ryoko, and any time that's Rogue's only winning move she loses.
How much power can Rogue absorb before it has a backlash effect? Ryoko has god level powers stuck inside her and her gems, she's just an idiot and uses her power for petty stuff usually.
Really this fight is going to end with the two of the getting drunk and telling lewd stories.

And that's a Ryoko with an "immature" body. According to Word of God, Ryoko could be as powerful as Tsunami if she could use the gems properly.
As much as I like Ryoko, Rouge would win. Ryoko was nearly killed by being rattled around in a spaceship battle, while Rouge is one of those characters that's designated to win any battles, like Sue Storm or Kitty Pryde. She'd asspull something at the last minute.
All the different continuities make this confusing. The original Ryoko from the "Ryo-Ohki" OVAs is absurdly powerful and durable compared to...well, basically every other incarnation.
It's not hard at all. Especially since Japan's status in either universe hasn't been well defined in recent years. You could easily make it so Tenchi & co. exist, but keep mostly to themselves.

The Juraian Empire can easily fill the role of "Big royal stuck-up asshole aliens" in either universe. Some planets are wary of dealing with them because of a rumor spreading across the galaxy that claims their entire species are closeted BDSM freaks

The cabbit sisters came as a litter, I don't know where that picture is from, and Ryoko and Ayeka had calmed down a lot by OVA 3.

Noike is Tenchi's final harem member and a former partner of Mihoshi, the adoptive aunt to Ayeka and Sasami, and generally regarded as superfluous.
