As a Californian, I can assure you that you're all equally terrible.
I always assumed that Steve was the type of guy who hated handouts. He would want to work for his money so he wouldn't want to rely on the government or anyone else so if he can't afford a place with his own money then he won't live there.
I am also Californian and I am OK with In N Out although I don't get why people are crazy about it.
Seriously, people love it so much around here to the point that In N Out lines generate some heavy traffic and the inside is crowded as fuck with people.

All this talk of a government salary, but MCU cap stopped working for SHIELD a few movies ago. Even SHIELD is under ambiguous jurisdiction, it seems to be a UN-esque international NGO with member nations, including the US, UK, China, and India at least, but I don't think SHIELD was part of the US government.
Post-WS I presume Cap and the other Avengers got a salary from Stark Industries.
