It's pretty lear from the page. Dr Strange is trying to defeat the PUnisher by giving him such happiness that he cannot function anymore, but he's too much Frank to feel any joy.
without ever reading the comic, my guess is:
Strange is casting a spell to make people become so overwhelmed with pleasure they can not function. Frank's amazing plot armor makes it so he can feel no joy. The unpowered Punisher is the only character uneffected because of convenient writing magic, and because the "sorcerer supreme" is too fucking stupid to cast a sleep spell.
It's an evil fairy king pretending to be an insane Doctor Strange.

He's trying to stop the Thunderbolts (the latest run) from reaching him by making them feel intense joy. Frank is so grimdark that he can't feel happiness.

E.C. Segar's original Popeye comic strip is one of the greatest comics that you've never read.
I don't believe spinach really came up that much in Segar's original strips - Popeye just sometimes claimed he got his strength from eating his spinach regularly. It was the cartoons that turned it into the western equivalent of a Super Star.

Full disclosure: I haven't read the comic in question. But considering the context, it seems that this particular Skrull was bred, designed, and trained solely for the purpose of fighting T'Challa.
Which is, as BP points out, a huge weakness.
He's trained to fight against BP. All BP needs to do is completely change his style, maybe focus on using his environment, call in some backup, and he's golden.
