Basically. Everyone outside of 4chan and 9gag don't give a fuck about Deadpool. Normal people outside of those niche sites are looking at this sign and basically going "Skull... poop... L...? Fuck it." Same with the valentines ads. Regular people know what the fuck they mean. The movie is already R-rated, which cuts it's business in half. And they keep catering to a niche group with these tongue-in-cheek ads. There's a reason fucking Zoolander appears in that Top 10 Most Anticipated 2016 Movies article from Variety and Deadpool doesn't.

Being completely honest with you they're decorating and celebrating the toilet. When the toilets were made in the area it was considered the first major luxury the people had there. So the ceremony was supposed to be a one day thing where you fancy it up and awe at it then use the toilet regularly but they don't want to mess it up.
Kinda like getting a new/first car. You wash and wax it, put in a fragrance and get some accessories but then you don't feel like driving it because it looks too nice and would rather take pictures.
