I wouldn't say flat(if mostly cause I don't like flat chicks), but yeah her being relatively small isn't unreasonable(like a largish B-Cup to Bubble's DD-Cup size), and yeah her being buff isn't uncommon either(personally my headcanon is that all three of them are very visibly Athletic, just that Buttercup is the most noticeable one), also hypothetically if say Bunny was resurrected and made mostly normal somehow(most people when they do this, have it be part of a Him plot), what would she look like as a teen(assuming her resurrection brought her to relatively normal proportions, and no longer be malformed or simple-minded)?
