Yuri is a boring character meant to represent Japan. That's why he is the most sympathetic character by his awkward but humorous antics, his growing confidence, and his assertiveness over Victor.
Like Hetalia, the show reinforces Japanese views of other nations: Michele showed this in his monologue when he asked Sara if she likes cheerful guys instead of gloomy Italian men.
Victor's subjugated role to Yuri reminds us of Japanese nationalism. You might remember the Russo-Japanese war. A master Russian skater psychologically enslaved to an inferior Japanese skater? Can you imagine Russians' reactions?
If you think of Japan's strained relations with Korea, it makes perfect sense that Seung-Gil appears aloof and doesn't advance as a medalist.

Phichit representing Thailand is promising but not good enough to compete, just like how east asian countries may view the country today.

YOI seems groundbreaking, but there's nothing new about attractive men in media with gay subtext, even overt homo-eroticism. The depiction of characters is painfully nationalistic.

The only redeeming pairing is Otabek and Yurio, and even that is demeaning to Yurio. When Yurio tries so hard to improve, he gets treated as a woman and associated with a fairy or cat, AKA the bottom. The gayness is so obvious it's dull. Otabek is interesting because he doesn't talk. If he did, he would probably be as irritating as the other characters.

I can't stand Yuri. Unless he stops being a bipolar crybaby with a split personality, this series will only get more annoying.

Pretty shit anime. Only worth it for Yurio and Otabek, but even that pairing is weak. I'll only watch 2nd season for the side characters. Yuri makes me ill.
