I think so, if the shirt is well fitted (slim fit/babydoll cuts rather than oversized unisex cuts), tucked inside the skirt if it's too long (and they usually are), matches the coord in color and accessorized properly (detachable collars are extremely useful for this). It's a super casual look and depending on the band shirt it can look a bit jarring when mixed with lolita but it can be done well.

So I decided to look into it. This is a nursing home, not a mental health facility as indicated.

This person isn't hiding these clothes or these photos, however. They're on a (mostly) public FB account and twitter, with comments from family. I'm also a bit unclear on whether this person is trans or just experimenting with gender norms, since the Facebook account uses female pronouns, but says the user's name is "Jason".
