If you have no technical knowledge then that hampers your ability to communicate, thus there is an overlap.

My guess is this got plastered on an engineering page because of course they have plenty of technical knowledge, or they would fail out. And the hope is that it would encourage them to focus on people skills, which is not part of the curriculum

Not even charismatic sometimes. Sometimes a manager is so inept as to find competent employees threatening. Thus they keep on a lot of deadwood while labeling people they fire as all kinds of monsters. Unfortunately, in many situations there are no consequences to doing so.
