He is just asking you how much to write on the invoice so you do not have to pay VAT or duties.

If it is only 15 bucks you can tell him to write 15 bucks. There will not be any extra costs anyway.

He needs an invoice showing the item, its description, and its value (this is not its declared value, which is used for insurance, it is the actual value of the item)

Basically its for the customs paperwork. Customs paperwork blows goats. Ive lost 3 shipments to Mexico because they wont release it because of small paperwork errors
