When I went through San Francisco a few years ago, the line for the security checkpoint was packed so tightly that there was barely enough room to breathe. Level 1 is less likely to get outsourced to India that Level 2.
Level 1 is the single point of contact and many places want their level 1 agents to speak english and speak it well.
However, they also want Level 1 to churn tickets out as fast as possible and pawn everything over to Level 2 whose time is much cheaper because they are outsourced.
Basically Level 1 work is a Speech to Text front end for a ticketing system.

pretty sure english is still a bullshit class, i didn't learn anything since after like 7th grade. it was all just "read these CLASSICS!" except most of them were shitty. the last think i learned in hs english was mla format...and i never used that in college.
