The cat is overstimulated by the harness. My cat also shuts down completely if I put anything on her like that, so I gave up on harness training. Some cats are more easily overwhelmed than others and react to the stress by going limp.
Those cats weren't harness trained properly. They're not dogs, you can't just throw a leash on them and start training. You have to spend a good week/couple weeks just letting them used to the feeling of a loose harness on their bodies.
cats usually don't walk on a leash like a dog. I put my cat on a leash, and he doesn't follow me like a dog would. I just hold the leash and let him sniff around, and give a little tug if he goes somewhere I don't want him to go.
i don't know for sure but I think it would be possible to train a cat to walk on a leash if you try enough times. Dogs don't automatically like leashes either, when my dog was a puppy and we tried to put a leash on him he reacted like the cats in OP's gif pretty much but eventually he realized the leash leads to fun
Anecdotally, I have two cats. One was a feral kitten picked up from the streets at six weeks with three litter-mates and fostered out, which was how I came into contact with him. He is very nervous, and I can't do anything at all except let him be on his own terms.
The other cat was an owner-surrender to the SPCA at four weeks along with the mother and four littermates, and they were then fostered out, which is again how I came into contact with him. They all had cat flu, and my cat was the sickest. His eyes and nose were gummed shut, he lost a tremendous amount of weight, and then all his fur fell out. He was fairly touch-and-go for a while, and stayed at the foster home much longer than the other kittens while he regrew his coat.
Anyway, the second cat was decently socialised from a younger age, and is very friendly and not particularly nervy. As a result, I've been able to clicker train him to come, sit, heel, beg, stay, and jump up onto things on command.
