I bought some lycoris radiata bulbs from internet, and there is only one who is getting new roots but the branch were is suposed to grow a flower is kind of dry (the red circle part)
So I was wondering If I should cut a little to remove the dry part or should I just let it there and let nature be
btw can I "revive" the others bulbs if I let them rest in warm water?

It'll be fine.
As long as it's not actually rotting, it'll just sprout again.
Besides - everyone knows the only real way to kill a bulb plant is to rip it from the dirt, drown it in salt water, spit a mouthful of whiskey into the air and chant the Lord's Prayer backwards.
