Take the poor animal to get checked out at the vet, telling them of your suspicion. A checkup for an animal is not unusual in any case. If the vet finds anything, that is your evidence. Then kill your brother-in-law post haste.
If sexual abuse is the case, animal is suffering. They do not feel the physical/emotional love like the person does. It's biologically wrong and there is no founded argument against it.
Regular abuse can also make the dog skittish. Don't make an assumption and ruin someones reputation. But if he beats the dog he doesn't deserve it.
