My dog keeps scratching the base of her tail. Whenever there is something she can stand under and use to scratch herself, like for example the pull-out footrest of a couch, she will make full use of it. Sometimes when she does it she whimpers... I'm going to take her to the vet but what do you think it is? Normal behaviour or something else? She is a parson jack russel and 12 years old btw

Probably an allergy of some sort. It's easy to diagnose via blood sample. It's also cheap, 75-100$.
Also, dogs that are predominantly white tend to have more allergies and skin conditions.
If your dog does have allergies you should let the breeder know.
Allergies, fleas, something else entirely. Take her to the vet.

There's a spot by dogs' tails they sometimes have troubles reaching with their teeth, and if it itches there, it can get them mad.
But if she's been doing that for a while and it doesn't pass, yes, vet.
