Will being Cambodian help my chances of getting into college, or being adopted? I've heard that African Americans with a decent GPA have a higher chance of getting into their preferred universities versus whites.

Nope. There are so many qualified Asians that apply for US universities that it's the hardest for them to get in.
I remember my college counselor specifically telling me not to put "prefer not to state" for race in my applications because they would assume I'm Asian.
Many colleges try to fill diversity quotas, and the Asian bracket has the most competition.
