this loop has repeated a few times now. like i get that family drama can be shitty, periods can be shitty, people can get sick. but this is happening a bit too much and going out only once a month isn't cutting it for me

Nope. Just tell her straight out that a pattern is emerging, and ask her if she still wants to see you. If she says yes and meets you next time, go on with her. If she says yes but flakes on you again, dump her. If she says no, dump her

If you really like the girl, perhaps leave the ball in her court. Ie: Tell her if she wants to hang out sometime just to contact you.
But i would not continue to make plan and hope the girl will find time to hang out with me..
