Yea nobody wants people to see compromising photos yet everyone wants to sext/post shit online huh. Whether she knew the risks involved or not she will have to face consequences for her actions at one point or another. How I see it:

1) Contact the police, only for them to tell you that you have no evidence; come back later

2)friend becomes a sex slave

3) She disregards his requests; he either posts or doesn't post the pictures, then you deal with the mess that you created.

But he probably has the photos already, so you call his bluff and ignore it. If he does publish them, you can get legal representation to have them taken down.

What you dont want to do is give in, because there's no guarantee he will actually not publish the photos or come back asking for more

Please keep this in mind: if he publishes them to a major website, you can contact moderators to have them removed.

If he has his own website, it's minimal damage and you can pursue legal action later

If the girl is under age then Police will 100% take action even if international action required (assuming these are civilised western countries).

If not underage then still get police involved. Have the police contact the blackmailer ion her behalf. This may be enough to stop it.

She should call the police with copies of the messages. She's already got him dead to rights on blackmail and attempted rape. She may have him on conspiracy to distribute child pornography as well, depending on her age.

Also OP, how did he threaten her? Via text message? Via mail? You can get the source code off an email and it contains the IP of the sender. You can use that to determine his location (only if he's dumb enough not to us a proxy, VPN or anonymous mailing services).

She should contact the police with evidence of the threat, just in case this is coming from inside the country.

Otherwise, there's nothing she can do.

Do not respond, and do not give in to the demands. Hope for the best, and be mentally prepared for the pics to go public.

I believe it was one of those "no, babe, I swear these are just for us" situations. Then they got posted online a few years ago. Some other creep acquired them before the pics were taken down. Somehow has her email address.

If you give in to blackmailers all that happens is they keep the incriminating material and hold it over you to keep asking for more. Does she want to shaken for every penny and become his long term sex slave?

The only solution is to contact police, blackmail is an offence mostly everywhere. The only alternative is to make them 'disappear'.
