As for some basic stuff, what >>1051369 said in regards to the "skeleton." With that base, proportions are very important. Most adult figures are between 6-8 "heads" tall, with a "head" being the length of the character's noggin. The crotch of the figure rests at about the midway point between the top of the head and the ankles. As for the arms, the wrists should be level with the crotch, and the elbows should be level with the bottom of the ribcage.
As for the head, I tend to start with a circle, and create a line to indicate the eye-level. Once I do that, I build the jaw off the circle. The eyes should be roughly halfway between the top and bottom of the head. The bottom of the nose goes halfway between eye-level and the bottom of the head, while the mouth goes 1/3 of the way down from the bottom of the nose to the bottom of the head.
Keep in mind that these proportions are fairly "realistic." Once you get used to them, you can tweak of adjust them as necessary for exaggeration or more cartoony stuff.

Thank you! If it helps, what I do is draw the leg bones, then normal thighs/butt around it, and then additional mass around it. You start it, then you push it as far as you want. Kind quick butt attached!
