I'm 16 fucking episodes in to Neon Genesis Evangelion and NOTHING HAS FUCKING HAPPENED.
Isn't it meant to be a great psychological thriller? When does this transformation occur? I feel like I'm either a victim of the huge hype train this show has or I'm uncultured.

No. The author tried to show otakus that it's bad to be a shut in autist (like himself) but all he got is Japan waifufagging the girl he tried to portray the very unattractive.
You literally cannot "waste" your time on Eva; it is simply just an event that happens to you.
Later, when you're done with the original series and EoE, you can make what you will of it and decide whether it leaves you bitter, unimpressed, amazed, puzzled, et cetera, et cetera.
It's one of those thing you're expected to watch if you're going to continue lurking here.

By episode 16, a lot has happened. A lot of what makes Eva are the character interactions, and psychology behind them. If you want "lOL trippy XDDD", then I think that happens around 18~, but I feel like you're going to be disappointed. What you've gotten so far is mostly what you're gonna get.
Are you going to let the anime open it's story to you or are you just going let your own perceptions of what you thought this was get in the way?

But yeah, by episode 16 you should be in. NGE is not for everyone, although it is my personal favorite anime, I realize it has flaws that some people cannot overlook.

NGE is probably the fourth serious anime I've watched. The previous ones have all been horror or horror-oriented so maybe I set myself up for failure by having such high expectations.

If you cannot get what's going on EVA after the first 3 or so eps you should kill yourself.
You all can joke about how Eva is 2d4u, but if it got anything right is the pacing. By the first 6 eps they had established the pacing and world building and suddenly Asuka arrives and changes everything.
The entire first half of the series is monster-of-the-week... which is fine, because that's how it establishes the setting, characters and relationships that will drive the remainder of the show.

It's a monster of the week that hides the true character development. Episode like the phone that never rang, or when the nuke powered mecha move the plot a lot but smoothly, you really need to take note of every single word and action everyone makes.
Well I personally just finished the series the other day along with EoE. At first I blew it off as low budget and trying too hard to be 2 deep 4 me. However, I have gone back a few times to watch it again and again to see what everyone is talking about, and in all honesty there was a lot more to the show than at first glance. Yeah it seems boring right now but trust me when I say that those episodes are important to the overall message/story it is trying to convey.

I'm glad I watched Evangelion at the right time (in the 90s).
I got into it thinking it was just a cool post-apocalyptic sci-fi giant robot series with strange enemies and that's exactly what I got on the first half of the series.
A few fucked up moments left me wondering what the fuck was that, like when you see Eva-01's real head on episode 2, embryo Adam on episode 8, or "Adam" on episode 15, but I still didn't know what was to come, it was all a surprise.
I pity those who were spoiled from the beginning and probably already know about the tang and everything before even starting episode 1.
I don't get it either, I'm an awfully impatient person and I managed to finish this without a problem, even found the first half of it really fun for whatever reason, making me want to finish the whole thing in one sitting.
Some people here really need to reconsider if they even like anime in the first place or they think their time is way too more valuable than it actually is

How could you not find any thrill in Shinji and EVA-01 being stuck inside Leliel? Also EVA doesn't get psychologically surreal until THAT point in the show. You're literally about to see a major tonal shift. It'll happen at a gradual pace, but it'll happen. Keep watching OP.
Also, yes. Rei is best girl, but all the other Evanjellylions are great too.
From the start you can tell that there is something fundamentally wrong with the characters. The series just builds off of those flaws and their pain all the way to the end. Just keep watching.
The problem lies with the fact that Evangelion is so well known. You knew going in that it would eventually lead to psychological moments, so you've been waiting for that.

I marathoned evangelion 2 days ago and now I am watching the new movies. I am more of a cinephile than an anime lover so I get extra points for seeing all the bergman, european art cinema and odissey 2001 in this stuff.

Ritsuko's great just because she knows what's going on all series and is self-aware of her mistakes in the face of it. She even ends up treating Rei like more of a person than Gendou does out of hating her.
