So from a narrative perspective, it could be said she wanted to help make up for killing Mami in past timelines and be there for her as Bebe. From a marketing perspective, Charlotte was a fan-favorite, so we got to see what she was like as a magical girl.

I thought Bebe was fine as a red herring in Rebellion, emphasizing that something was clearly wrong and justifying Mami and Homura's duel.

I'm fine with her as she is. She's as much an antagonist -to me- as QB. On the other hand, she's a hero to others. That's what makes this story so special. The way you see the characters is different from any individual point-of-view.

Kyubey isn't really an antagonist as in evil, but just someone with questionable motivations and morals that puts him at odds with others. As the guy said, same goes for devil Homu.
You can't barely even call QB a bad guy. He's not really making any decisions so much as he's just a law unto himself. Calling QB evil is like calling gravity evil or something. I'd honestly say Homura is the closest thing we have to a bad guy.
