For memes, you not only need an understand of Japanese language, but also a knowledge on the workings of 2chan.
It's like *tips fedora* or something. Sure, if you know English you know what it means. But without connotation, you don't understand what the poster is implying of you.
It's not as simple as it being popular. It's just a quality thing. They have a tendency to use outdated jokes and sometimes over westernize things. I wouldn't say it's bad I've enjoyed shit by them but it is often not that good

Something neat about the VN is that it already included a pretty extensive glossary for the memes and references made in it. So when translated, this allowed English-speaking audiences to easily understand what was going on without the need to go full leddit on it. Unfortunately such a solution wouldn't be so elegant for an anime, but I'll still take nip memes over ours in this case.
