Because the "happy ever after" is the textbook example of a satisfying ending. So after they form a couple, the author simply prefers to stop right there than keep going, no need to go beyond.
Even if a series is popular, it'd be too much trouble to keep going, since in most of cases it would drastically change the show (since the main plotline would be over), it's simply easier to make the sexual tension phase unrealistically long than think about something new.
Forgot to mention: romance series, adventure, etc, are popular because there's some form of progression. If the main plot point is that boy likes girl, and than he goes slowly winning her heart, then what is there after they became a couple? Sex and slice of life and that's it. Unless the romance was secondary or if it was already a SoL, it'd be hard to keep a series going after they had sex without changing the plot drastically.

The author went out of his way to write a plot that basically requires the protagonist to fuck his harem and removed all possible obstacles for them fucking, and started the series by establishing the protagonist as someone who isn't dense and wanted to fuck the girl he loved, and now he changed his tune for some reason and has to keep coming up with bullshit reasons to prevent said fucking.
I dunno if it's because the series got more popular than he expected or the publisher being dicks or what, but it really feels unnatural and takes away from the story. At this point I'd prefer an actual dense harem protagonist or the protagonist getting castrated.

If the author doesn't want the characters having sex, they should stop putting them in sexual situations and then unnaturally wiggling their way out of it like a 12 year old kid in a roleplaying chatroom who's can't write about sex without giggling.

The part of her non-After Story route where their relationship actually progresses got lost in the necessary changes that had to be made to cram every route that didn't require Tomoya hooking up with someone else into the series.

As long there is no emotional involvement, no chemistry and no mutual desire, even the lewdest shit is okay. Any traces of actual romance appear - anything more than blushing and awkwardness is prohibited.
