I wish DB would explore its universer more. We get tons of intruductions or mentions of races, planets or even universes but everything takes place on earth or some more or less deserted planet when Goku fights somebody.

I think it was mentioned in Weekly Shonen Jump that "Frost" is emperor of most of the known universe in U6. Since Piccolo says he doesn't sense the same "evil/brutal aura" from Frost, he's probably more of a just ruler.

The Saiyans might contract their services to Frost or they might sell themselves out to smaller worlds that aren't under Frost's command. Given that Cabba and Frost have different armor, it's probably more of the latter. Frost takes care of his domain while the Saiyans help out the less fortunate worlds or maybe even track down the criminals that leave Frost Space and terrorize weaker planets.

Well, it seems like they're expanding on the Saiyans through Cabba since we know a bit more about Saiyan history through Vegeta/Cabba interactions. We might learn more about Frieza's race in general from Frost-chan
