All I can say is that at the end of pre-timeskip, the story had a lot of continuous progression which was then abruptly slowed down the moment the timeskip came in. When the timeskip kicked in, the pacing went back to the normal "comfy" pacing. Normally that would be fine, but the problem lies in the fact that it's very obviously taking its time with very little payoff compared to the previous arcs which proved very influential in the world of the story.
Basically when you've got a good thing going, just keep going with it, otherwise it just kills the buildup and tension that was built upon in previous events. Even then, when it tried to actually deliver on certain foreshadowed plot threads it was essentially a rehash of a lot of past stories with very little dramatic tension i.e. the entirety of the Dressrosa arc.

Also another key problem lies in the fact that a lot of the plot in the post-timeskip arcs barely even use the Straw Hats as developmental characters anymore while we're constantly introduced to a bigger world with more important key figures which end up overshadowing the main cast in the story. This often ends up making the rest of the Straw Hat members' involvement and role in said stories feel really hollow while other characters get put in the spotlight. All in all, it just makes for a very unfocused narrative, and the contrast is felt really strongly due to the events that led up to the timeskip being so relentless in its pacing and impact to the rest of the story.

It's not uniformly bad, and the world building is still good, if not improving, but the fighting feels far, far worse than it had been. Luffy isn't quite the underdog he was before, which was inevitable, but it doesn't play into Oda's strengths. Haki isn't awful, but Oda pays it far too much attention for its own good. Similarly, the powers seem to be taking up the limelight in the fights more and more, removing the feeling of real struggle and resiliency. I'm hoping the world building keeps up for now and we can just stay out of the slog of combat that smothered Dressrosa.

I feel I should mention that I find Zoro, Robin and Ussop being fine since they've been developed a fuckton just in the past couple of arcs pre-timeskip. By comparison, most of the Straw Hats that weren't present for the bulk of Dressrosa felt majorly underused throughout the post-timeskip arcs.

Sure we have a Sanji-focused narrative now, but it has been long overdue for a while now to the point that it just feels like Oda is trying to make up for the lost time and focus on his character.

Hamon was taken to it's limit and became useless and Araki wanted something that wouldn't degenerate into generic power level shonen shit so he came up with incredibly specific powers that you can only have one of with a few universal laws tying them together. Part 3 was about twice as long as it needed to be and is one of the weaker parts, but 4, 5 and 6 improve on Stand applications and variety of fights in general. Part 7 balanced villain of the week and an overarching plot in such a way that it didn't feel like villain of the week, and is also really good. Part 8 is even better so far, but time will tell if it keeps up the pace. A manga that's been running for 30 years is bound to have some weaker parts anon, but Hamon being better than Stands is flat out retarded. SC just doesn't make a good first impression of Stands.

Half of the crew has been getting sidelined every single arc since Sabaody happened and every new arc feels the need to introduce a million important side characters.

One Piece is at its best when its focusing on the Strawhats exploring new places and dealing with a small handful of baddies together, like the Baroque Works arcs, Thriller Bark and Water 7. The timeskip hasn't really had any of that because Fishman Island was a long ass fighting arc with loads of backstory and the whole Pirates Alliance saga was used as an excuse to introduce every single important faction in the New World all at once.

The current stuff with Zou has been promising and I'm more excited for whats going to happen in One Piece than I have been in years but it's really 200 chapters overdue.
