I can agree with that, but is not happening so often. I like to make an example with Kenichi, especially the arc inwhich Shigure was prisoner. Basically her being naked didn't change anything. You can redraw Shigure in a plate armor and everything would be the same.
And that's the kind of fanservice i see more often. Manga/anime going beyond this are mostly erotic/softcore manga like love-ru, and that's what they are for.
Yuusha's fanservice don't slow or hinder or steal anything.
