Exactly, this manga was always about PLOT. Foreshadowed only PLOT. Nothing else than PLOT.
My guess is that a couple of other ecchi/harem mangas at the time switched into action like Rosario+Vampire. Many readers for some reason were thinking love-ru was going to do the same thinking that the interruption of "trouble" was a transition ecchi->action while in reality was all related to the artist personal issues with his wife.

This is the kind of series where I can imagine that happening and they just ignore the creepy implications for a long as possible until walking them back, even if it means blatant retcons.

You know, like how chapter 9 of Darkness was basically making Ren and Run sharing a body less creepy then revealed they'd split apart once they were adults.
